How do i make my hair curl up?

i want to make my tail curl up, only my tail, but no matter how i gel it or blow dry it, the hair either goes out of place or doesnt curl up at all

i want to have a tail that is aligned together and curling up,,,,how would i do that?

You can use some sort of curl cream when it's wet and then use a diffuser attachment on your blow dryer to dry it. Or you could roll it around a perm rod (or any other cylindrical tool ie; marker or a straw) when it's wet and blow dry it until it's completely dry. Or you could just use a curling iron.
